Building control or building regulations is about what materials the building will be built from and how it is to be constructed.

Planning/Development Control - deals with the processing of planning applications, taking account of the council's policies and briefs, government guidance and the individual merits of each scheme, in order to control development within the city in the public interest and to help safeguard the environment. Planning is about what a building looks like, how it impacts on the surrounding environment.
Our web pages are designed to provide information and details of the planning process within Southampton and includes various application forms, information and advice leaflets on planning and planning enforcement issues. It does not replace the traditional service delivery but it is an enhacement to it, giving you the ability to view, comment on and submit applications on-line.

Make an online planning application
Planning applications can be made and paid for online through the Planning Portal, which also contains information and guidance about planning topics. Please be aware that there is a 5 MB limit to file sizes of submitted plans, maps etc.

Service bulletin: 26th of June. Our large format scanner is still not working properly and we are unable to scan plans larger that A3. Therefore until further notice, any current applications that have these large plans, will only be viewable in Gateway Reception area at the Civic Centre.
PLEASE NOTE: Not all applications have associated documents, e.g. plans available. Only those applications from approximately December 2007 may be available. There are plans to increase this availability to all applications when time and resources allow.
Service Status as from 23rd April 2008: We are experiencing issues with our large scanner and for the present time, some plans will not be available on-line.
There is a serious error showing all associated documents. If you experience these errors please try again later as we working with our software suppliers to resolve this issue.
In the meantime you can visit Gateway at the Civic Centre between 8.30am to 5.30pm (7.30pm 0n Thursdays) to view copies of current applications.

Dropped kerbs
To have a dropped kerb installed you will need to apply to the council. This can be done by contacting Actionline. If you live on a classified road then you will also need planning permisssion before the dropped kerb can be installed.
Planning and Rights of Way Panel
The Planning Panel is made up of elected members of the council who have delegated powers to make decisions regarding planning permission. They meet periodically to consider planning applications which are large or complex, controversial or have many objectors. Next meeting will be 22nd of July 2008
