This application, 08/00438/FUL and associated conservation area consent application 08/00439/CAC are revised planning applications for the redevelopment of land situated immediately to the east behind the Dolphin Hotel, High Street, Southampton. The site location and its extent are shown on the location plan submitted with the application.

The application is for 73 units, comprising a mixture of micro units, one and two bedroom apartments providing a cross section of housing to meet particular affordable needs. A Planning application [07/01388/FUL] and an accompanying conservation area consent were both previously refused by the City Council for a variety of reasons all of which have been discussed with officers of the City Council during the last three months. A covering letter deals specifically with the reasons for refusal as well as the corporate issues raised by the Head of Development Control.

This statement describes the site and its surroundings together with some background within this part of the City. The urban design context is set out, with the proposals then described in detail. There are many similarities between this application and the previous submission but regarding the policy context, there is no change. The key differences involve the proposed changes to the layout and detailed design of the new buildings and their relationships to the immediate surrounding buildings particularly the Dolphin Hotel.
