Submitting plans for planning permission
The following information and documents are of a technical nature and may be difficult to understand for some people. The planning office telephone line is available if you do require extra help.
Also, some files are likely to be large because of their content. The files may take a few minutes to download and it is reccommended that you have a broadband internet connection (modem). Please check with your provider if you are unsure about the speed of your connection.

Step 1 – Go to submission site
There is a link at the top of the right hand column of this page to the planning portal web site an external web site that the council is affiliated with where you can submit your plans.
Step 2 – Register as user
To use the planning portal you first need to register with the site, click “General Public”, click “Register” at the top of that page. You just need to give basic contact details, your name and address, email and telephone number. You need to state if you are an industry professional or the general public and choose a username and password. You can now login.
Step 4 – Create a proposal
Once logged in select go to “General Public”, on the left click “Planning, click “Planning permission” and “Make an application”. The application is a series of questions, if you get stuck there is a help button on each page but below we’ve set out how to proceed.
• Enter address of the property requiring planning permission – enter post code and click search then select your property from the list and click “Continue”
• Name proposal – scroll to the bottom and add a brief descriptive title i.e. Conservatory to rear.
• Would you like assistance – select “yes” this will ask you some very simple questions and then present you with the correct forms to complete. If you know the forms select “no” and go to a select of forms to choose from. Click “Continue”
Step 5 – Fill out online forms
Below the summary of your proposal are a list of online forms each with an “Open” button next to it. You need to click “Open” for each and complete the forms. The Applicant form, Householder form and Householder certificate are most common and covered below.
All fields marked with “*” are mandatory. At any stage you can save and exit a form and comeback later to complete it.
• Applicant and agent details – Click “Open”, add your contact details, these may be the same or different to the property address requiring permission. All fields marked with “*” are mandatory. Click “Save and Exit”
• Householder application – Click “Open”,
• Page 1- the address is automatically filled in, pan down and give a brief description, click “Next”
• Page 2 & 3 - there are a series of easy to answer questions, click “?” for help
• Householder Certificate – Click “Open”
• Select the correct certificate based on your ownership. If certificate B, shared ownership, you will need to give the other parties contact details.
Step 6 – Submit documents(5mb limit for all files)
Go back to the planning portal page, scroll down to “Attach required documents”. If you already have an electronic version of the site location plan you can go straight to “Add/Remove attachments” if not you will need to “Create a site location plan”, there is a fee.
• Create a site location plan – click the title, select a supplier and a window opens with a map with the location of the site, select the size map you require select buy this area, you will go to a payment page. Complete and download the plan. Return to the planning portal.
• Add/Remove attachments – Click the title, Select if and how you will provide the required information but clicking the circles. There is a list on this page of accepted file times and the max file size.
• Click “Add new attachment” and browse to where the documents are on your computer. You need to give each document a description and select which form the attachment relates to. Click “Upload” and browse for the next document until you have uploaded them all. Click “Save & Exit”
Step 7 – Calculate fee and Check Proposal
Go back to the planning portal page, at the bottom click “Calculate Fee”, answer the simple questions and a fee will be calculated. Click “Save & Exit”
Click “Check proposal and if you have missed any parts of the forms it will tell you, click “update” to be taken to the form and shown which parts need completing.
Step 8 – Payment and completion
Final step, click “Select payment method”, provided your forms are all completed you will go to “Make payment”. Select the method of payment, if online fill out online payment form. You will see a confirmation page.
