Consultation on proposed changes to Hackney Carriage and Private Hire Vehicle policy and conditions

To help encourage the use of cleaner vehicles within the Taxi and Private Hire trades in Southampton officers are proposing some changes to the policy and conditions for these vehicles. We are using this opportunity to make some other minor alterations to reflect the current set up and processes within Southampton City Council.

The two main proposals are:

  1. To include hybrid and electric vehicles into Category A vehicles giving them a longer life for both hackney carriages and private hire vehicles
  2. Seating capacity for private hire vehicles to be changed to allow full electric vehicles to be plated to carry three passengers.

The vehicles will have to comply with all the other policies and conditions.

A copy of the proposed policy and conditions documents are below

The documents contain tracked changes and comments so you can see the proposed changes.

The consultation ran from 22 January 2018 to 15 April 2018. After this any comments will be considered and a report submitted to the Licensing Committee to consider adopting the new policy and conditions. Any persons responding to the consultation will be notified of the date of the Licensing Committee meeting. The meeting will also be advertised on the usual Democratic Services web pages of the council website.
