Building materials on the highway licence

Licence summary

Where possible, all building materials should be placed on private land. If this is not possible, a licence is required to temporarily place materials on the public highway.

Examples of building materials:

• Sand
• Ballast
• Cement

Waste products or rubbish are not permitted to be placed on the public highway under this licence, please obtain a Skip Licence to store/dispose of your waste/rubbish responsibly.

Eligibility criteria

There are no eligibility criteria and documentation is not required for the application.

Fees

Fees will be applicable and conditions attached
• Returnable deposit £115
• Non refundable licence fee £32 per month (or part of) renewable monthly

Application evaluation process

We will endeavour to process your application as quickly as possible. Due to the nature of this licence and third party interest we will aim to grant licences within 2 weeks of the application being made. This is subject to receiving ALL of the required documentation and correct payment.

Will tacit consent apply?

No. It is in the public interest that the authority must process your application before it can be granted. If you have not heard from the local authority within a reasonable period, please contact us. You can do this online or use the contact details below.

Failed application redress

Please contact your Local Authority in the first instance.
Any applicant who is refused a licence can appeal to their local Magistrates' court.

Licence holder redress

Please contact your Local Authority in the first instance.
Any licence holder who wishes to appeal against a condition attached to their licence can appeal to their local Magistrates' court.

Consumer complaint

In the event of a complaint the first contact is made with the trader by you - preferably in the form a letter (with proof of delivery). If that has not worked, if you are located in the UK,
