About Procurement

In October 2007, the Council outsourced its Corporate Procurement team to Capita under the Strategic Services Partnership. We have strengthened the Procurement Services team with additional resources and expertise to provide better procurement support to the Council’s Directorates.

We are transforming Procurement Services into a strategic and professional team of procurement experts that works collaboratively with Directorates as an effective and integrated business partner to:

  • create innovative supply solutions helping Directorates achieve their objectives and deliver services

  • enable Directorates to achieve Best Value, delivering savings to free up money to improve the quality of public services

  • develop long-term business plans with Directorates for key spend categories identifying future opportunities and priorities

  • provides consistent and streamlined procurement processes

  • complete sourcing projects on-time optimising value for money and minimising risk

  • develop high performing suppliers by actively managing and developing key suppliers to deliver improved service quality and performance

The Procurement Services team is led by Richard Symss and is organised into two Category Teams that report to Stuart Avery, our Procurement Operations Manager. Each Category Team is managed by a Category Manager and are responsible for:

  • the management of relationship with assigned directorates

  • the creation of category plans with Directorates

  • the management and delivery of sourcing projects conducted jointly with Directorates

  • the consideration of requested exemptions to the Contract Procedure Rules and provision of a recommendation to the Head of Property & Procurement

  • the provision of ad-hoc procurement advice to Directorates

We also have a Procurement Development team managed by Graham Cook who support our Category Teams and are focussed on delivering improvements to procurement processes and systems.
