The Southampton Children and Young People's Plan
These pages tell you more about the Southampton 2006-9 Children and Young People’s Plan (CYPP). The CYPP is a three year plan that sets out the priorities for local services working with children and young people. It explains why these are particular priorities in Southampton, and what we are doing to do to give our children and young people a good start in life. A much shorter summary of the CYPP is also available. For 2006-9 the priorities for services working with children, young people and families in Southampton are:
1. Improving outcomes for children and young people with disabilities and complex needs
2. Promoting healthier relationships and healthy lifestyles
3. Keeping vulnerable children and young people safe from abuse and neglect
4. Improving prevention and early intervention
5. Raising standards in schools and improving levels of attendance
6. Encouraging volunteering and positive community involvement
7. Engaging children and young people in decision-making
8. Increasing post-16 progression rates into further education, training and employment
Each year the city council and it's partners review how well they are doing in making life better for people against these priorities. We look at how much we have done to deliver the better outcomes set out in the three year CYPP. We completed our most recent review of progress in delivering the Southampton CYPP in June 2008. This showed that we have continued to make good progress towards better outcomes for children and young people on many of the things we have been doing. Following this review the following areas of focus have been identified for particular attention over the coming year:
• Reducing teenage pregnancies
• Improving children’s health through having more “Healthy Schools” and working to improve dental health
• Implementing the Learning Futures secondary school re-organisation programme
• Raising standards in Primary schools, particularly those schools with the lowest results
• Raising standards in Secondary schools, particularly in relation to GCSE results
• Improving school attendance
• Continue to reduce the percentage of 16 to 19 year olds Not in Education Employment or Training.
• Raise the proportion of adult residents with NVQ Level 2 qualifications (equivalent to 5 GCSEs A*-C)

The city council and it's Children and Young People’s Trust Partners will also be working up to February 2009 to develop a new CYPP to set out priorities for local services between 2009 and 2012. The 2009-12 CYPP will set out how the Council and its partners are building on what we have already achieved, are working to address new challenges for children young people and families, or working to resolve issues raised by others working with us to improve outcomes for local people. It will reflect on information included in the Southampton Annual Performance Assessment and Joint Area Review (JAR) carried out by OfSTED, the Junior JAR and the Joint Strategic Needs Assessment (JSNA) developed over the last year between the city council and the Southampton City Primary Care Trust. It will also build upon our own assessment of our progress against what we know we want to help our children, young people and families to achieve.
