The Primary Capital Programme

The Primary Capital Programme (PCP) is a 15 year government programme, investing £7 billion into primary schools across the country.

Running alongside Building Schools for the Future, the programme aims to rebuild, refurbish or remodel at least half of England's primary school estate. Southampton is hoping to receive funding from 2009.

The Primary Capital Programme is about more than just bricks and mortar. It will provide schools with 21st century facilities at the heart of every community so that children's services are in reach of every family.

We want to hear from you

The government have asked that we provide a Strategy for Change, outlining our plans for future investments. To see the strategy consultation document, click on the link on the right.

If you wish to give us your feedback on the strategy, please fill out the questionnaire at the bottom of the document and send your responses to primary.capital.strategy@southampton.gov.uk.

The Vision

Working with headteachers, governors, pupils and other key partners, Southampton City Council has produced a vision for Primary Children, Schools and Learning. This is a starting point for things to come; it will inform future improvement to our primary schools.

The vision covers a number of our ambitions, including:

  • What we hope to achieve as a city

  • The role of Southampton City Council

  • The curriculum

  • Skills and achievements

  • Teaching and learning

  • The buildings that are used

  • Information and Communication Technology (ICT)

  • Community learning

  • Joining up with other services

  • Transport

  • Schools working together

  • School leadership and staff

  • The role of governors

  • Looking ahead to the primary review

A consultation was carried out during February 2008 and the thoughts of those involved were taken into consideration. The vision was then finalised and endorsed by the council's cabinet in a meeting on Monday, April 14.
