Taxi policy review

Southampton City Council reviewed its hackney carriage policy and commissioned Halcrow Group Ltd to carry out an independent review to make sure the public are not disadvantaged as a result of the limit on licences. Southampton City Council currently limits the number of hackney carriages that can operate in Southampton to 278. The number of private hire vehicles is not limited.

There are two types of taxi in Southampton, hackney carriages and private hire vehicles. Hackney Carriages are white, have a roof sign and can pick up at a rank or be flagged down on the street. Private hire vehicles are not white in colour, have signs on the doors with details of their operator and must be pre-booked.

As part of the review it will include an assessment of the supply and demand of hackney carriages to see if there is any evidence of significant unmet demand for services. The review will also include extensive consultation with the taxi trade, key stakeholder organisations and members of the public.

To assist in the review we are carrying out face to face interviews with members of the public. The survey available below is for information only.
