Complaints about the conduct of councillors are outside the scope of this council's complaints policy and procedure, but are dealt with under the Members’ Code of Conduct.
In accordance with the Localism act 2011 the council must have in place "arrangements" under which allegations that a Member may have breached the Code of Conduct can be investigated and under which, decisions on allegations can be made.
The Monitoring Officer has responsibility for undertaking the initial decision on whether a complaint requires investigation, subject to consultation with the Designated Independent Person and the ability to refer particular complaints to the Governance Committee, where the Monitoring Officer feels that it would be inappropriate for him to take a decision on it.
