Second adult rebate - A benefit guide for those solely responsible for paying council tax, but are not the only person living in their home.


What is second adult rebate and who can claim?
Second adult rebate is a type of council tax benefit. If you are a single person solely liable for council tax you are entitled to the single person discount. However, you may be solely liable for council tax, but not get the single person discount because there is another person living in the household. If the other person is on a low income you may be entitled to second adult rebate.

The second adult, living in your home, must be over 18 years but must not be:

You may still claim second adult rebate if there is more than one other adult living in the household. The income of all the other adults will be added together for our calculations.

How can I claim?
The person who is liable for the council tax must make the claim by filling out a claim form.

If you are making a claim for second adult rebate you do not need to tell us any details about your own income or savings. We will need to know details of the personal circumstances of your second adult. We will also need details and proof of all the incomes and savings they have.

If you are already claiming council tax benefit you do not need to make a claim for second adult rebate, as we will already have worked out which is the better benefit for you.

How much will it save me?
Whether you get second adult rebate and how much you will get will depend on the income of the other adult. If the other adult is getting income support or job seeker’s allowance (income based) you will get a maximum of 25 per cent off your council tax.

If their income is above the basic level of income support or job seeker’s allowance (income based) but still very low you could receive 15 per cent off. The lowest amount you can receive in second adult rebate is a 7 per cent discount in your council tax.
