How could licensing affect me?
A licence and the conditions of a licence is an undertaking that the HMO will be managed to a specified standard and the property will be properly managed over the licence period.
If government approve an application for Additional Licensing from Southampton City Council every HMO specified by the scheme will require a licence. To get a licence, landlords will have to apply to Southampton City Council. The application will require the full details of the licence holder including contact information.
Declarations will have to be made with regard to any past criminal convictions which are spent or unspent.
There will be a fee payable at the time of application to Southampton City Council. This fee contributes to the cost of running the scheme. The breakdown of the fee will be included in the draft scheme which goes to public consultation.
As an indication the current base line fee for Mandatory Licensing is £550. This is based on a 3 storey property with 5 or more occupants. The fee will vary depending on the number of rooms available to rent.
