Scrap Metal Licensing

Background
The Scrap Metal Dealers' Act 1964 requires any individual or business dealing in scrap metal to be registered with the city council. The Vehicles (Crime) Act 2001 and the Motor Salvage Operators Regulations 2003 provide a framework for the registration of motor salvage operators.

Vehicle crime is perceived as being one of the largest single categories for recorded crime, and the motor salvage regime is designed to make the disposal of stolen vehicles more difficult. Please follow the other useful web sites link to the Home Office information about motor salvage operators.

The registrations are not mutually exclusive, and some businesses may require both.
In addition, the following may be required:

  • a waste management licence or a hazardous waste licence from the Environment Agency

  • registration of the business with the Health and Safety Executive

  • planning permission for the use of any premises in connection with the business

Members of the licensing team will normally be available at Southbrook Rise to assist personal callers on weekdays between 09:00 and 12:00 and between 14:00 and 16:00. We may be available at other times by prior appointment.

Service of Documents
Please use the PO Box or Document Exchange addresses for the service of all applications and notices on the licensing authority; please do not send or deliver such communications to the Civic Centre, as your application, notice or representation will inevitably be delayed, which may cause difficulties or result in your representation not being considered or your application failing to meet the strict prescribed time limits.

We are not able to accept service of applications, notices etc by fax or e-mail. Please note that all applications must be accompanied by the appropriate fee and bear original signatures.
