Booth CentreThe government's Hostel Capital Improvements Programme (HCIP) made a significant impact on tackling homelessness. It has now been replaced by the 'Places of Change Programme'. The two programmes have set new standards for homelessness projects by repurposing existing buildings to achieve more positive outcomes.

For example records show more people are now staying with their placement or moving through the service into a more settled lifestyle, with significant numbers entering into employment.

Partner organisations involved in the project include:

• The Territorial Salvation Army (TSA) –
(building owners and potential service provider)

• Southampton City Council (SCC) –
(Accountable Body’ (HCIP grant) & Supporting People provider)

• Communities and Local Government (CLG)
(main funding source)

• Homes & Communities Agency
(subsidiary funding source)

The Department for Communities

In 2005 the Department for Communities and Local Government awarded the Territorial Salvation Army over £5m to remodel the Mountbatten Centre.

The new centre will cater for both men, women and couples (over 18 years old) with varying lifestyle and behaviours, by providing a more spacious and independent environment.
