English National Concessionary Bus Pass FAQs

1. What is an English National Concessionary bus pass?

The English National Concessionary bus pass will enable eligible users to get free off-peak travel on local buses anywhere in England.


2. Who is eligible for an English National Concessionary bus pass?

Anyone who is of a penionable age, or an eligible disabled person and lives in England, is eligible.

To find out the date on which you become eligible for your English National Concessionary bus pass, please see the Bus pass age qualification leaflet also available in Southampton libraries, local housing offices or in Gateway in the Civic Centre. 3. When will I be able to travel?

Southampton City Council residents starting their journey within Southampton will be able to travel between 09.00am and midnight, Mondays to Fridays and anytime at weekends and bank holidays. For journeys starting outside Southampton you must hold an ENC pass and you can travel between 09.30 and 23.00 Mondays to Fridays and anytime at weekends and bank holidays.

Off peak hours are 9.30 am until 11pm Monday-Friday, and all day weekends and bank holidays.

4. What is the definition of a “local” bus?

In Southampton the main local buses include the First Bus Company, Solent Blue Line, Wilts & Dorset and Uni-link. Other areas have different local bus companies. If in doubt, please check with the service operator.

5. Is it only applicable to buses?

The English National Concessionary bus pass applies to local bus travel only.

6. If I visit an area that offers additional services, will I be entitled to them?

Probably not. As a general rule, local authorities will only provide additional services for their own residents. Please check with the relevant authority in the area to which you intend to travel.

7. Can I still have a companion pass?

If you are eligible you can still apply for a companion pass for local travel. Your companion can only travel free, and only within the Southampton City Council boundary, when accompanying you.

8. How do I qualify for companion pass?

You will need to provide evidence of being in receipt of the higher rate of the care or mobility component of Disability Living Allowance, attendance allowance or war pensioner's mobility supplement or a sensory services registration card confirming that you are blind, partially sighted, deaf or without speech and a letter from a medically qualified practitioner confirming that you are unable to travel alone for medical reasons.

9. Where can I use my English National Concessionary bus pass?

You can travel across England, including the Isle of Wight. This means you cannot travel free in Wales, Scotland or Northern Ireland.

10. Will Blind people have a special pass?

Blind people will have a disabled bus pass with a small green triangle.

11. Can Blind people still travel at any time?

Blind persons are permitted to travel free at any time. However, when travelling before 9.30am they are confined to the local bus scheme. This means that they can travel on any bus service, which starts in Southampton and goes on a direct route, on production of their concessionary bus pass featuring a green triangle.

12. How can I apply for a bus pass?

Application forms are available from Gateway at One Guildhall Square (on the site of the old C&A building opposite the Guildhall), local libraries, and local housing offices and can be printed from our website here. Applications are made in person at any of these venues.

13. What documents do I need to apply for a bus pass?

You need to complete an application form and provide one proof of address which should not be older than 3 months, and one proof of personal identification which can be your passport, your driving licence, your birth certificate or medical card. You also need to attach a clear and recent colour passport photograph with light background. If you are under pensionable age you will need to provide evidence that you qualify for the bus pass from section four of the application form.

14. Where can I hand my application in?

Please take your completed form with the required documents to any Southampton library, local housing office or to Gateway at One Guildhall Square (on the site of the old C&A building opposite the Guildhall).

15. How do I update my address?

By letter or email which gives your name, date of birth, old address and new address or you can visit Gateway with an official letter which contains your name and new address.

16. How does my Smartcities bus pass card work?

Your concessionary bus pass/Smartcities card has an embedded memory chip and stores data electronically. The diagram below shows a cross section of a smartcard. The memory chip stores data and the antenna allows the chip to talk to a reader without touching it.

17. How do I look after my Smartcities bus pass card?

To keep your card in good working condition it needs to be kept dry, in a flat position in a separate wallet. If your card has been bent the antenna may become detached from the microchip. This would mean that it would not work on the ticket machines on the buses or on any other scanning devices. Deep scratches, friction or excessive pressure can also cause damage to the chip or antenna.

Your Smartcities card, if used and kept correctly should have a lifetime of at least 5 years. Please note that there is an administration fee for the replacement of cards which have been damaged or lost.

Southampton Local Bus Pass FAQ's

1. What is a Local Southampton bus pass?

The Local Southampton bus pass allows you to travel for free on local buses within the Southampton boundary. This bus pass is for residents who have a disability and do not qualify for an English National bus pass.

New applications are made in the same way as the English National Concessionary bus pass and the same documents are required.

2. How do I qualify for a Local Southampton bus pass?

You will need to provide a current letter from the Department for Work and Pensions confirming that you are in receipt of the lower rate of the mobility component of Disability Living Allowance or any rate of the care component.

3. When will I be able to travel with a Local Southampton bus pass?

You can use your Local Southampton bus pass for free bus travel within the Southampton City boundary between 09.00am and midnight, Monday to Friday and anytime at weekends and bank holidays.

4. Can I have a companion pass on a Local Southampton bus pass?

You can have a companion pass on a Local bus pass if you provide evidence of being in receipt of the higher rate of the care component of Disability Living Allowance and a letter from a medically qualified practitioner confirming that you are unable to travel alone on a bus for medical reasons.

Smartcities Card FAQ's

1. What services are available on the Smartcities card?

Your Smarcities card can be your bus pass, donor card, library card, leisure card or your ID card. You can also have multi-trip tickets loaded onto your card to use on Unilink buses. These can be purchased from the Unilink office at Highfield Campus or on the Unilink buses.

2. What is the Get Active subscription?

The Get Active subscription entitles Southampton City Council residents in receipt of selected benefits to a discount on non-instructed, off-peak sessions in selected Southampton Leisure Venues.

3. How do I qualify for a Get Active subscription?

Southampton residents in receipt of any of the following benefits can have the Get Active subscription added to their Smartcities card:

• Housing Benefits
• Income Support/Guarantee Pension Credit
• Council Tax Main Benefit
• Job Seekers Income Based
• Incapacity Benefit/ESA*
• Severe Disablement Allowance*
• Disability Living Allowance/Attendance Allowance*

An unwaged spouse, partner or unwaged children under 18 also qualify if the main applicant is in receipt of one of the top four benefits. *These benefits are for individual claimants only. Therefore partners/children may not be eligible for this scheme.

4. How can I add or renew a Get Active subscription on my Smartcities card/bus pass?

To add a Get Active subscription to your card please visit Gateway at One Guildhall Square and show evidence that you are in receipt of one of the qualifying benefits. You will need to renew your Get Active subscription every twelve months in Gateway and evidence of entitlement will need to be produced at the time of renewal. Renewals will be activated remotely on your existing Smartcities card.

5. Where can I use my Get Active subscription?

You can use your Get Active subscription in Bitterne Leisure Centre, Chamberlayne Leisure Centre, The Quays Swimming & Diving Complex, Southampton City Golf Course, Oaklands Pool and the Outdoor Sports Centre.

6. Do I get any discounts on the rental on my allotment plot?

The Get Active subscription will give you a 50% discount from your rental on your allotment plot if you are not already receiving a discount. Please see the ‘Get Active’ link on the left of this page.
