Purpose:

To consider a report, of the Cabinet Member for Environment and Transport, seeking approval for the Project Integra Annual Action Plan 2010-15.

The Annual Action Plan is the mechanism by which the Project Integra Strategic Board receives its mandate to work on behalf of the partnership, it is restricted to operating within the role of the Annual Action Plan. The Action Plan concentrates on the delivery of operational priorities, projects and programmes and the funding of the Project Integra Executive.

Individual partner authorities are required to ratify the Annual Action Plan each year. 

Decision:

To approve the Project Integra Draft Annual Action Plan 2010-2015.

Reasons for the decision:

(i)  The Project Integra Strategic Board is restricted to operating within the role of the Annual Action Plan. All decisions taken by the Strategic Board that have financial implications beyond those included in the Action Plan would need the council’s individual approval.

(ii)  The Project Integra Constitution does not permit the partnership to make any decisions that could give rise to financial or contractual implications for any partner authority without the support of the Board member from that authority.

Alternative options considered:

The alternative would be not to adopt the Draft Action Plan.  The result would be to withdraw from the Project Integra partnership. Approval of the Action Plan is a key element of the constitution.
