Purpose:

To consider the report of the Cabinet Member for Environment and Transport seeking approval and adoption of the Local Transport Plan 3 (LTP3) for Southampton. 

 

The Local Transport Plan 3 will set out the strategy and policies for future transport development within the City, in line with Government policies, priorities and guidance.  The document will be formed of two elements:

  • A South Hampshire Joint Strategy, setting out the transport policies, shared through Transport for South Hampshire (TfSH) with our partner authorities of Hampshire County Council and Portsmouth City Council; and
  • An Implementation Plan for the City of Southampton.

 

The South Hampshire Joint Strategy will set out the overarching transport strategy across the South Hampshire area for the years to 2031.  This strategy aims to ensure that transport issues beyond Southampton’s boundaries, but which directly affect Southampton, are effectively addressed.

 

The Implementation Plan for the City of Southampton sets out how the strategy and policies set out will be put into practice.  This implementation plan will detail planned spending on transport improvements and maintenance between 2011 - 2014.

Decision:

On consideration of the report of the Cabinet Member for Children’s Services and Learning, Cabinet approved the following:

 

(i)  That the Local Transport Plan (LTP) twenty year Joint Strategy for South Hampshire developed in partnership with Portsmouth City Council and Hampshire County Council be agreed;

(ii)  That the Local Transport Plan Implementation Plan 2011-2015 for Southampton be agreed;

(iii)  That the Implementation Plan be revised each year and be developed alongside the overall Capital Programme.

(iv)  To delegate authority to the Executive Member for Transport and Environment to make minor amendments to the Implementation Plan annually so as to reflect minor changes.

Reasons for the decision:

To enable a new Local Transport Plan for the City to be approved

Alternative options considered:

None.  It is a statutory requirement that an LTP be produced and agreed by full Council before April 2011.  It is also a requirement of the LTP guidance that the LTP have two sections, including a strategy section which sets the long term transport strategy and an implementation plan which includes a list of programmes and schemes for implementation over a three to five year period.
