Apologies and Changes in Membership (If Any) To note any changes in membership of the Committee made in accordance with Council Procedure Rule 4.3. Minutes:
The Committee noted that apologies had been received from Councillors Spicer, Thomas, Vassiliou and Whitbread.
It was noted that Councillor Lloyd had resigned from the Committee and that the Head of Legal and Democratic Services, acting under delegated powers, had appointed Councillors Jordan and McEwing.

Hackney Carriage Licences - Unmet Demand Survey Report of Head of Legal and Democratic Services detailing the findings of the Hackney Carriage Unmet Demand survey, attached.

Minutes: The Committee considered the report of the Head of Legal and Democratic Services and detailed report by Vector Transport Consultancy (VTC) in relation to demand for the services of additional licensed hackney carriages and considered the City Council’s current policy of numerical control of the number of hackney carriage licences.
Iain MacDonald (VTC) was present and answered questions which were raised by the Committee.
Steve Fricker (Unite Cab Section), Ian Hall (Southampton Hackney Carriage Association), Clive Johnson (Southampton Taxi Association) and Perry McMillan (Unite Cab Section) were present and with the consent of the Chair, addressed the meeting.
It was noted that the study had identified that there was no evidence of significant unmet demand for hackney carriages in Southampton.
RESOLVED that having taken into consideration the findings of the report, comments and relevant Government guidance, the number of licensed hackney carriages should continue to be restricted to 283.
NOTE: Councillors Furnell, McEwing, Painton and Tucker declared a personal and non-pecuniary interest in the matter set out in the report regarding their membership of Unite union and in the case of Councillor Painton that he was related to an individual working as a taxi driver in the City. They remained in the meeting.
