Apologies And Changes In Panel Membership (If Any)

To note any changes in membership of the Panel made in accordance with Council Procedure Rule 4.3.

Minutes:

The Panel noted the resignation of Councillors Letts and Smith and the appointment of Councillors Baillie and Bogle in place thereof in accordance with the provisions of Council Procedure Rules 4.3.

To approve and sign as a correct record the Minutes of the meetings held 8th January 2013 and to deal with any matters arising, attached.

RESOLVED that the minutes of the meeting of the Chief Officer Employment Panel held on 8 January, 2013 be approved and signed as a correct record.

Exclusion of Press and Public

Chair to move that in accordance with the Council's Constitution, specifically the Access to Information Procedure Rules contained within the Constitution, the press and public be excluded from the meeting in respect of item 6 based on Categories 1, 2 and 3 of paragraph 10.4 of the Access to Information Procedure Rules.
The information contained therein is potentially exempt as it relates to individual personal details and information held under the Data Protection Act 1998. Having applied the public interest test it is not appropriate to disclose this information as the individuals' legal expectation of privacy outweighs the public interest in the exempt information.

Appointment of Director, People - Shortlisting

Confidential report of the Head of Legal, HR and Democratic Services, concerning the appointment of the Director, People, attached.

Minutes:

The confidential report of the Head of Legal, HR and Democratic Services, was submitted concerning the shortlisting of candidates for the appointment to the post of the Director, People (copy of report circulatetd with agenda and appended to signed minutes).

 

It was noted that some concern had been expressed as to whether the appointment process should be suspended and whether there had been enough clarity communicated to candidates about the educational element as few applicants had educational experience.

 

RESOLVED that the shortlisting of candidates for the position of Director, People presented by the Council’s recruitment consultants Berwick Partners and amended by the Panelbe approved.
