Report of the Head of Corporate Policy and Performance, for the Panel to consider the draft recommendations detailed in Appendix 1 and agree any amendments, deletions or additional recommendations, attached. Minutes: The Panel considered the report of the Head of Policy and Improvement requesting that the Panel discuss, amend and approve a final version of the draft recommendations shown in Appendix 1 which were tabled at the meeting, for inclusion in the final report to be presented to the Overview and Scrutiny Management Committee in May 2011. (Copy of the report circulated with the agenda and appended to the signed minutes).
RESOLVED
(i) that, subject to the following amendments, the draft recommendations tabled at the meeting be agreed as the final version:-
· Recommendation 1, last bullet point amend “joint-working”. Add bullet point to read “It is recognised that in some cases there is a link between SEN and deprivation”. · Recommendation 3, second sentence to read “Consideration should be given to support al children, and especially those with the most complex needs through a multi-agency approach, as well as involvement with the Learning Disabilities Partnership Board, to include all key services….” · Recommendation 6, to read “SCC, in partnership with others,…..” Recommendation 3, second row to read “…..including areas such as ADHD, which although categorised as a medical condition is included within the SEN definition”.
Additional information to be added to Recommendations
· Springwell School - “Springwell School’s outreach work is considered best practise and the high quality techniques and leadership should be maximised and utilised more widely by other schools.
(ii) that authority be delegated to the Head of Policy and Improvement, following consultation with the Chair of Scrutiny Panel A, to amend the draft recommendations to enable comments made by the Scrutiny Panel members at the meeting to be incorporated;
(iii) that a final copy of copy of the amended report and recommendations be circulated electronically to all Panel Members; and
(i) that it be agreed that the Chair of Scrutiny Panel A or his delegated nominee would present the final report to the Overview and Scrutiny Management Committee at the May 2011meeting. |
