Information about Overview and Scrutiny Management Committee

The membership for this Committee is appointed for the municipal year at the Annual Council meeting in May.  The Chair of Overview and Scrutiny Management Committee will be a Member of the Opposition. 

The Overview and Scrutiny Management Committee is a parent committee manages the overview and scrutiny process and meets on a monthly basis (normally in the Council Chamber);.  Management Committee in the form of Scrutiny Inquiries.

This is normally set out at the beginning of the municipal year and should take into account the priorities of the Council and its partners for the forthcoming year, any identified need for improvement and key issues raised in the Policy Framework plans

 

The main functions of overview and scrutiny

 

These are set out in the Constitution under Article 6

 

  • To review or scrutinise decisions made, or other action taken, in connection with the discharge of any functions which are the responsibility of the Executive, including the power to recommend that a relevant decision be reconsidered by the person who made it;
  • For a Standing Scrutiny Panel to arrange for full Council to decide whether to recommend that the relevant decision be reconsidered by the person who made it;
  • To make reports or recommendations to the Council or the Executive with respect to the discharge of any functions which are the responsibility of the Executive;
  • To review or scrutinise decisions made, or other action taken, in connection with the discharge of any functions which are not the responsibility of the Executive;
  • To make reports or recommendations to the Council or the Executive with respect to the discharge of any functions which are not the responsibility of the Executive;
  • To make reports or recommendations to the Council or the Executive on matters which affect the City of Southampton or its inhabitants;
  • To conduct or contribute to the undertaking of Best Value Reviews under Section 5 of the Local Government Act 1999.
