Apologies and Changes in Panel Membership (If Any)

To note any changes in membership of the Panel made in accordance with Council Procedure Rule 4.3.

Minutes:

The Panel noted that Councillors Fitzhenry and Vaughan were in attendance as a nominated substitutes for Councillors P Baillie and Bell in accordance with Procedure Rule 4.3.

To approve and sign as a correct record the Minutes of the meetings held on 11th June, 2020 and to deal with any matters arising.

RESOLVED that the minutes of the meeting held on 11 June 2020 be approved and signed as a correct record.

Exclusion of the Press and Public - Exempt Papers included in the following Item

To move that in accordance with the Council’s Constitution, specifically the Access to Information Procedure Rules contained within the Constitution, the press and public be excluded from the meeting in respect of any consideration of the exempt appendices to the following Item.

The Forward Plan from 14th July 2020 identifies that there are confidential appendices attached to the 1000 Homes Programme Cabinet report that is due to be considered by the Overview and Scrutiny Management Committee on 9th July 2020.  The confidential appendices - 2, 3 and 4 contain information deemed to be exempt from general publication based on Category 3 and 7(A) of paragraph 10.4 of the Council’s Access to Information Procedure Rules. In applying the public interest test this information has been deemed exempt from publication due to confidential sensitivity and confidentiality. It is not considered to be in the public interest to disclose this information. It would prejudice the Council’s ability to operate in a commercial environment and prejudice commercial relations with 3rd parties.

The Committee considered the report of the Service Director – Legal and Business Operations enabling the Overview and Scrutiny Management Committee to examine the content of the Forward Plan and to discuss issues of interest or concern with the Executive.

 

SOUTHAMPTON GREEN TRANSPORT RECOVERY PLAN

 

The Committee considered a briefing paper relating to the forthcoming Cabinet Decision on the Southampton Green Transport Recovery Plan.

 

With consent of the Chair representatives from Friends of the Earth Southampton, Southampton Greenpeace and Southampton Cycling Campaign addressed the meeting

 

RESOLVED that the Committee requested:

(i)  that City Council publications and communications on the Green Transport Recovery Plan provide appropriate context to reported statistics by including numbers alongside percentages;

(ii)  that the importance of improving traffic flow across the city is recognised within future updates of the Green Transport Recovery Plan; and

(iii)  that the Cabinet Member considers how Ward Councillors can be consulted on the contents of the Tranche 2 application for the Department for Transport Emergency Access Travel Fund, prior to it being submitted to Government.
