The Panel noted the resignation of Councillor Rayment, and the appointment of Councillor Barnes-Andrews in place thereof in accordance with the provisions of Council Procedure Rule 4.3.

RESOLVED that the minutes of the Chief Officer Employment Panel held on 2nd March 2011 be approved and signed as a correct record.

Exclusion of the Press and Public - Confidential papers included in the following item

To move that in accordance with the Council’s Constitution, specifically the Access to Information Procedure Rules contained within the Constitution, the press and public be excluded from the meeting in respect of any consideration of the confidential report (item no. 5).

 

Confidential report contains information deemed to be exempt from general publication cased on Category 1 of paragraph 10.4 of the Council’s Access to Information Procedure Rules. It is not considered to be in the public interest to disclose this information because the report contains confidential and personal information relating to specific individuals.

Appointment of Directors

Report of the Chief Executive detailing the process for the appointment of Directors for the City Council

Minutes:

The report of the Chief Executive was submitted detailing the process for the appointment of Directors for the City Council (copy of report circulated with agenda and appended to signed minutes).

 

In coming to their conclusion, the Panel recognised that the process of bringing together the existing Children’s Services and Learning and Health and Adult Social Care Directorates into a merged Families and Communities Directorate was the most complex of the proposed changesand it was essential that no customer was put at risk because of any organisational changes and that this process was likely to take up to two years to complete.

 

RESOLVED

 

(i)  that Dawn Baxendale be appointed to the post of Director of Economic Development;

(ii)  that Mark Heath be appointed to the post of Director of Corporate Services;

(iii)  that no appointment be made to the post of Director of Environment;

(iv)  that both Clive Webster and Penny Furness-Smith continue in their existing posts until the appointment of a Director of Families and Communities;

(v)  that work continue to be made to bring the  Health and Adult Social Care and the Children’s Services and Learning Directorates together into a Families and Communities Directorate; 

(vi)  that the Director of Families and Communities  be appointed no later than April 2013 to coincide with the abolition of Southampton City Primary Care Trust (PCT) and the transfer of responsibility for public health from the PCT to the Council; and

(vii)  that recruitment for the new Director of Families and Communities post be open to internal and external candidates.
