Resident and visitor permits forms

A permit is required to park in residents' permit zones during restricted hours. Please read these pages carefully in order to avoid a parking fine.

You can apply for or renew visitors' and residents' parking permits online (except Zone A). If you still need to apply in person, application forms are available below.

Apply or renew in person

All permits, parking cards and season tickets can be issued in person at Gateway by appointment. To book your appointment please call our Customer Services team on 023 8083 2005.

Alternatively if you do not wish to make an appointment, you can visit Gateway and wait in the queue. However, priority is given to customers with an appointment and at busy times you may be required to wait.

  • If you are applying for a residents' permit for the first time, please provide your V5C and proof of residency
  • For renewals please provide your reminder letter
  • For decrementing cards and season tickets please see evidence as required on the forms
  • If you have recently purchased a new car please apply for a temporary permit until you receive the vehicle's V5C from the DVLA
We aim to process your permit application or renewal within 2 working days of your request. Please bring proof of residency.

Find your zone by either checking the roadside zone plate, searching for your address in Where I Live, or using the residents' zone parking layer on the resident's parking zone map. The map will take a few seconds to load in the parking zone layer. Not all properties within a resident parking zone will be eligible for a permit.

Once you have confirmed which parking zone applies to you, select the form you need from the list below:


Misuse of a parking permit is fraud. We will investigate all reports of the misuse of permits.

Provides penalties for any person who makes a false statement to obtain a parking permit or with intent to deceive, forges, or alters, or uses, or lends to, or allows to be used, or has in their possession any document so closely resembling any such permit as to be calculated to deceive.
