Student parking

Students who live in private residences in a residents parking zone during their academic year must apply for a residents' parking permit if they want to park their cars. You will need to know the zone number and provide proof of residence and vehicle ownership to obtain a residents' permit.

Registering the vehicle

  • You must register your vehicle at the address you are living at, unless you are not the registered keeper
  • If you are not the registered keeper you must provide a letter from the registered keeper, authorising you to use the vehicle
  • This letter must also give details of the vehicle make, model, colour and registration mark

Entitlement to permits where you live

  • Residents of flats and shared properties must check to establish whether you have official and separate addresses
  • Residents of flats and shared properties must check that the property has not been built or subdivided under planning permission since March 2001
  • In Zone 1 you can have 1 permit per official postal address
  • In Zones 2 to 16 you can have 1 permit per person to a maximum 2 permits per official postal address
  • No permits are available when you have access to off street parking in Zones 1 to 8 and 16. Please use the off street parking
  • Apply for the 3 month temporary permit if you have an up to date proof of residence, but are awaiting vehicle registration documents from the DVLA. Take a copy of the V5 before sending to DVLA or provide an insurance certificate and bring this in with the proof of residence
    Only one 'three month temporary permit' will be issued
  • Apply for a full years permit if you have an official proof of residence dated within the last three months and a copy of the V5 showing your name and the address to which you are applying for the permit, or the authorisation letter as previously described in the vehicle

Permits for visitors

  • Visitors should use visitors’ scratch card permits.  These permits are not intended as an alternative to obtaining a residents permit
  • When you apply you will need to provide an official proof of residence dated within the last three months for the address that you want the permits for
  • You are allowed 60 permits (in books of 10) in any 12 month period from date of issue per postal address, except in Zones 13 to 15
  • Read and follow instructions on each individual permit carefully
  • Make sure your visitors are aware of the instructions
  • One Annual Visitors Permit is available per residential property
  • The Annual Visitors permit is only to be used by visitors for parking vehicles within a distance of 250m of the permit holding household
  • The maximum stay for Annual Visitors' Permit is 8 hours per day, if the stay is longer use a visitor’s scratch card

Applying for permits

  • You should complete the appropriate application form for the zone your residence is in
  • You must also read the guidance leaflet for the appropriate zone.
  • Applications in person can be made by someone else on your behalf. Please make sure that you sign the application form and all the correct documents are available to prevent your application being delayed
  • The cost of permits can be found on the relevant application form for the zone you are living in
  • Apply for a residents' or visitors' permit

Official proof of residence

We will accept the following documents as proof of residence:

  • Bank Statement
  • Council Tax Document
  • Utility Bill or Official Letter, as long as it is an official document showing your name and the address that you want the permit for and is dated within the last 3 months
  • We cannot accept hand written tenancy agreements

Using residents' permits

  • Correctly display the appropriate parking permit to avoid being issued with a penalty charge notice
  • You may not use your permit to park on yellow lines, you should use a permit holders bay
  • Take a note of the days and times when the restrictions are in force. This can be found on the signs in the road or at the entry to the controlled parking zone
