The following is an extract from the developers planning statement
The City Council’s objectives for the Northern Above Bar area can be summarised as follows:
• The creation of a Cultural Quarter
• The regeneration of Northern Above Bar to replace lost economic activity
• The reorganisation and improvement of the Civic Centre environs
• Environmental improvement throughout the Northern Above Bar area, including improved conditions for pedestrians, better treatment of car parking and improved public realm throughout
• The creation of a new link to East Park on the axis of Guildhall as part of the redevelopment of the Tyrrell & Green building
• Maximising life and activity at ground floor level to animate Northern Above Bar
In order to achieve this, a draft development framework was produced.
The framework has three principal components:
• Four major blocks of redevelopment on either side of Above Bar Street;
• Remodelling of the public realm around the Civic Centre/ Guildhall Square area providing new urban spaces and an improved setting for the Civic Centre complex;
• Traffic calming and environmental improvement of the main streets within the study area, including Above Bar Street, Commercial Road, West Marlands Road, Gibbs Road and Civic Centre Road.
