Southampton City Council has undertaken an Infrastructure Study and Delivery Plan which identifies the infrastructure requirements of the city and includes a proposal for the introduction of the Community Infrastructure Levy (CIL). CIL came into force in April 2010 and enables local authorities to seek pooled contributions to assist in funding the infrastructure needed to support new development.
The CIL is a standard, non-negotiable charge applicable to developments where there is a net increase of 100 sq.m of floorspace or the creation of one or more dwellings. The charge will vary between different use classes and is set out in the Charging Schedule below.
Following the CIL Regulations coming into force in April 2010 the Council undertook an initial consultation on the CIL from December 2011 to February 2012 with a formal consultation on its Charging Schedule taking place between September 2012 and October 2012. The Public Examination on the Charging Schedule took place in March 2013, and the Examination Report was received in April 2013.
The Council received the final Inspector's Report on 16th April 2013 which recommended a reduction in the Residential Charging Rate from £90 per sq m to £70 per sq m and clarified the applicability of the residential charging rate to the different types of new student housing.
On 17th July 2013 the City Council fully accepted the Inspector's recommendations and approved the Charging Schedule to take effect from 1st September 2013. It also approved the CIL Instalments Policy which sets out payment intervals and deadlines for the collection of CIL.
