Southampton City Council has undertaken an Infrastructure Study and Delivery Plan which identifies the infrastructure requirements of the city and includes a mechanism for the introduction of the Community Infrastructure Levy through the Draft Charging Schedule. CIL came into force in April 2010 and enables local authorities to seek pooled contributions to assist in funding the infrastructure needed to support new development.
Southampton’s Infrastructure Study has a detailed evidence base which includes a Demographics Analysis, an Infrastructure Needs Assessment and a Viability Appraisal. The Planning Obligations Supplementary Planning Document has also been revised to reflect the new approach th developer contributions.
