Community Infrastructure Levy

Southampton City Council has undertaken an Infrastructure Study and Delivery Plan which identifies the infrastructure requirements of the city and includes a proposal for the introduction of the Community Infrastructure Levy (CIL). CIL came into force in April 2010 and enables local authorities to seek pooled contributions to assist in funding the infrastructure needed to support new development.

The Levy is a standard, non-negotiable charge applicable to developments where there is a net increase of 100 sq.m of floorspace or the creation of one or more dwellings. The charge will vary between different use classes and is set out in the Draft Charging Schedule below.

Southampton’s Infrastructure Study has a detailed evidence base which includes a Demographics Analysis, an Infrastructure Needs Assessment and a Viability Appraisal which have all helped to inform the proposed charge. The Planning Obligations Supplementary Planning Document has also been revised to reflect the new approach to developer contributions.

Consultation on the submission version took place for 4 weeks between 17th September - 15th October 2012.

The Council has prepared a draft Supplementary Planning Document for Planning Obligations which addresses the site specific impacts of new development and the requirement to provide affordable housing.
