You can challenge a penalty charge notice if you believe that it has been issued unfairly, but if the fault is under your control you are unlikely to be successful. We will consider a written challenge and will respond formally in writing.

Appeal to an Adjudication Service
If you still feel that the Penalty Charge Notice has been incorrectly issued, a special independent body, the Traffic Penalty Tribunal, formerly known as NPAS (National Parking Adjudication Service) has been set up to ensure that unresolved legal disputes between the motorist and the Council can be heard at a formal tribunal hearing.
This service cannot adjudicate on whether or not the Council took the "correct" decision in response to an appeal. It can only consider whether or not the contravention occurred; the notice was properly and correctly issued; that the regulation order is properly made and signed; and other legal matters.
You will be given a personal identifying number (PIN) on your 'notice of rejection' letter which you can use to make an appeal using the Traffic Penalty Tribunal's on-line appeal process, or you may write to them. Full details can be found on their website.
The council is a member of the Parking and Traffic Regulations Outside London (PATROL) Adjudication Joint Committee.
