The council's parking enforcement team keep a record of all reported lost or stolen blue badges in Southampton, and these are checked against displayed badges. The police, traffic wardens, local authority parking attendants and civil enforcement officers are able to inspect blue badges as part of their jobs. If a person refuses (without reasonable excuse) to produce a badge for inspection, it is an offence, and you may have to pay a fine of up to £1,000. Parking Services are carrying out regular routine checks of blue badges throughout the city boundary in conjunction with the police.
The misuse of blue badges is a criminal offence, with a maximum fine of £1,000. Southampton City Council has successfully prosecuted a number of people for the misuse of disabled persons blue badges. Please refer to your DfT guidebook on how to use and not use the blue badge.

You will need you to supply us with as much relevant information as you can to assist in any investigation.
For example:
The name and address of the person suspected of misusing a blue badge.
The registration number, colour, make and model of the vehicle that the blue badge is being misused in.
The serial number of the misused blue badge.
The nature of misuse.

There are disabled bays at the multi-storey car parks at Grosvenor Square, Marlands, Eastgate Street and Bedford Place, where you will have to pay for parking. If these bays are full you may also park in any other bay.
At West Park Multi-storey car park you may park free in the designated disabled bays, or if these bays are full you may park in any bay for free.
Below we detail the lift access in each MSCP:
• Bedford Place – all floors have lift access. On half floors access is via a level marked walkway.
• Eastgate – no lift access to floor 9 and 10. The lift stops at odd numbered floors with level walkways access to even numbered floors.
• Grosvenor Square – there is no lift access to the roof top level floor 6. All other floors have lift access, with level walkway access to half floors.
• Marlands – all floors have direct lift access
• West Park – lift access to odd numbered floors only.

You can park in Southampton's on-street disabled parking bays, resident permit parking bays, limited waiting and ‘pay and display’ meter bays free for as long as you need if you have a valid blue badge.
If your vehicle is displaying a valid blue badge you may also park on single and double yellow lines for up to three hours (you must display the clock with your badge), as long as your vehicle is not blocking the road, or parked in a marked ‘no loading/unloading’ area.
