Blue Badge parking

Car parked in disabled bayWe want to make it easier for people with mobility disabilities to visit Southampton’s leisure and shopping areas. We have therefore provided free disabled persons parking bays in most of our car parks, except for the multi-storey car parks at Grosvenor Square, Marlands, Eastgate Street and Bedford Place. (There are disabled bays in these car parks, but you will have to pay for parking.) Your badge must be clearly displayed on the dashboard. We must be able to see the whole front of the badge clearly otherwise you may be given a Penalty Charge Notice.
If the car park you are parking in has no disabled bays, or if they are full, the blue badge can be used in any pay and display bay.

Vehicles parked in disabled bays, without valid blue badges may be given a Penalty Charge Notice.

1. Blue badge parking places in the North

For visiting Mayflower Theatre, Central Rail station, London Road Shopping, The Civic Centre, Gateway (Council Office), Guildhall Square, Art Gallery and Central Library, Royal South Hants Hospital and the Law Courts follow signs for ‘North’ parking.

Guidance on parking for Blue Badge Holders

1. Misuse of Blue Badges

The council's parking enforcement team keep a record of all reported lost or stolen blue badges in Southampton, and these are checked against displayed badges. The police, traffic wardens, local authority parking attendants and civil enforcement officers are able to inspect blue badges as part of their jobs. If a person refuses (without reasonable excuse) to produce a badge for inspection, it is an offence, and you may have to pay a fine of up to £1,000. Parking Services are carrying out regular routine checks of blue badges throughout the city boundary in conjunction with the police.

The misuse of blue badges is a criminal offence, with a maximum fine of £1,000. Southampton City Council has successfully prosecuted a number of people for the misuse of disabled persons blue badges. Please refer to your DfT guidebook on how to use and not use the blue badge.

You can contact us by email. Please type "Blue badge misuse" in the subject line. You can write or ring us. Our contact information is at the foot of this page.

You will need you to supply us with as much relevant information as you can to assist in any investigation.

For example:

The name and address of the person suspected of misusing a blue badge.
The registration number, colour, make and model of the vehicle that the blue badge is being misused in.
The serial number of the misused blue badge.
The nature of misuse.

We will treat your communication as highly confidential, and will respect any request to remain anonymous.

2. Parking in multi-storey car parks

There are disabled bays at the multi-storey car parks at Grosvenor Square, Marlands, Eastgate Street and Bedford Place, where you will have to pay for parking. If these bays are full you may also park in any other bay.

At West Park Multi-storey car park you may park free in the designated disabled bays, or if these bays are full you may park in any bay for free.

3. Parking on street

You can park in Southampton's on-street disabled parking bays, resident permit parking bays, limited waiting and ‘pay and display’ meter bays free for as long as you need if you have a valid blue badge.

If your vehicle is displaying a valid blue badge you may also park on single and double yellow lines for up to three hours (you must display the clock with your badge), as long as your vehicle is not blocking the road, or parked in a marked ‘no loading/unloading’ area.

4. Places where blue badge holders may not park

Car Club parking bays are restricted for the use of Car Club vehicles only.

You may not park so that your vehicle is blocking the road, or in a marked ‘no loading/unloading’ areas on the street.

6. Postcodes (to aid navigation)


Postcodes are provided for guidance only. There is much variance between mapping systems as to the final destination of any given postcode.

These postcodes have been tested in January 2011 on Google maps uk. Other mapping software is available and may differ.
