Parking permits

permit holder only parking street signSome areas of the city operate resident’s parking zones and you will need to obtain a permit if you live or own a business in one of these areas and wish to park a vehicle in the permit holder parking places on the street. Please use the 'Where I Live' feature above to find out if your street is within a resident’s parking zone. Zone specific information can be found in the zone leaflet below.

It is the permit holder’s responsibility to ensure that a valid permit is displayed at all times when a vehicle is parked in a resident’s parking zone. A Penalty Charge Notice may be issued if a vehicle is parked without a valid permit.

If you require a parking permit you will need to complete an application form. You can do this by either printing out the appropriate form below or by contacting us and requesting a form. Completed forms together with the appropriate supporting documents, and payment if applicable should be sent to City Parking and Patrol Services at the address below.

This page gives you information about parking permits and how to apply for them. The issue of a parking permit does not guarantee you a parking space.

Information about permits and their prices (application forms in downloadable documents section below)

1. Residents' Permits

No charge is made for the first resident’s permit issued to an address except in zones 17 and 18 where one permit is available per postal address at a cost of £60.00.

Second resident’s permits are available in some zones. Provision exists in zones 2 – 12 and 16 for a second resident’s permit to be issued at a cost of £30.00 per year. A very limited number of second residents’ permits are available in zone 1 but applicants may need to put their name on a waiting list.

There is no charge for second permits in zones 13 – 15.

Properties built or sub-divided under planning permissions granted since March 2001 may not qualify for permits.

2. Temporary Residents’ Permits

Where a resident is unable to provide the documents required to obtain a resident’s permit a free temporary resident’s permit may be issued. These permits are valid for 1 or 3 months and are available to qualifying postal addresses in zones 1 – 18.

3. Visitors’ Permits (for residents)

A maximum of 60 (6 books of 10) visitors’ parking permits may be issued per postal address in any 12 month period in zones 1 – 12 and 16. The cost of a book of 10 visitors’ permits is £6.00.

A maximum of 20 (2 books of 10) visitors’ parking permits may be issued per postal address in any 12 months period in zones 13 – 15. There is no charge for these permits.

4. Annual Visitors' Permit (for residents)

Restricted to one per qualifying postal address in zones 1 -12 and 16 at a cost £30.00. The issue of these permits may be restricted where there is a shortage of available on-street parking.

5. Business Permits (for businesses in residents zones)

If you have a business within zones 2 - 16 and can show a vehicle is required for the efficient running of your business you may be able to apply for a permit. In zones 2 – 12 and 16 the cost of a 4 months permit is £115.00 and a 12 months permit £306.00.

There is no charge for permits in zones 13 – 15.

6. Temporary Business Permits (for workmen)

Are available to any person carrying out work to maintain or improve properties in zones 1 – 16. Temporary permits are valid for two weeks but are zone specific (you will need more than one if your are working in more than one zone). Please use the business permit application form.

The cost of a permit in zones 1 -12 and 16 will be £14.00.

There is no charge for permits in zones 13 – 15.

7. Suspended pay and display bay permits (for anyone)

To suspend an on street pay and display parking bay for sole use costs £14 per bay per day.(Suspending bays for skip use is dealt with by Traffic Management). Road cones for the bay cost £12.00 each and are the customers responsibility.

Application forms can be collected in person from Gateway, or completed in advance by downloading the application form below and taking it to Gateway with your cash or cheque.

Postal applications can only be accepted if accompanied with a cheque. Payment cannot be taken over the telephone for suspended bays.

8. Cemetery Road (for employees whose place of work is the Common or Old Cemetery)

If your place of work is on the Common or the Old Cemetery you will need to obtain a permit if you wish to park in Cemetery Road. The cost of a 12 months permit is £13.00.
