The Highway Code (paragraph) 217 instructs drivers not to park their vehicle or trailer on the road where it would endanger, inconvenience or obstruct pedestrians or road users;

opposite or within 10 metres of a junction, except when in an authorised parking space

Keeping junctions clear of parked vehicles

• allows space for vehicles to turn

• provides visibility of other road users

• allows pedestrians to cross the road safely

• allows wheelchair users to make use of dropped crossings (where provided) and visually impaired pedestrians to use crossings where indicated by tactile paving.

Council Parking Regulations

Where vehicle parking is consistently occurring within 10 metres of a junction and causing a hazard to other road users the Council can consider proposing No Waiting at Any Time (double yellow lines) parking restrictions.

Parking restrictions are enforced by the Council's Civil Enforcement Officers.

Proposals of parking restrictions are subject to public consultation and if there are sustained objections, a decision on whether the restrictions should be implemented, is taken by the Cabinet of the Council.

'No Waiting at Any Time' restrictions have an exemption for vehicles picking up or dropping-off passengers. Parking restrictions may not be effective or appropriate where vehicles are stopping rather than parking, i.e. outside a school at opening and closing times.

1. What powers do the police have?


The Police have powers to issue fixed penalty notices and remove vehicles which they consider are causing an obstruction.

2. How can I propose a parking restriction?


Proposals for parking restrictions require a legal and public consultation process and can take 6-12 months for restrictions to be assessed and completed.

They are not appropriate for addressing parking problems that are short term in nature where there are established parking problems that are causing a hazard to other road users including pedestrians.

Residents can request parking restrictions to be considered by submitting a Highway Parking Investigation Request Form.
