Comprehensive Performance Assessment (CPA)
The Local Government Act 2002 requires the Audit Commission to do a Comprehensive Performance Assessment (CPA). All local authorities must carry out this review. The CPA makes sure plans are in place to get 'continuous improvement'. Authorities are ranked by their performance. The commission uses a star system to rate each area. From the highest, four stars to the lowest zero stars.
