The council can also mark disabled parking bays on the public highway or on community land, near to disabled person’s residences, to aid mobility for people who are unable to walk or have considerable difficulty in walking. All disabled parking facilities are provided on the basis that any valid Blue Badge holder may use them, providing they observe the rules of the scheme and the requirements of Southampton City Council. It is a key requirement that users display their Blue Badge when parking in disabled parking bays and that all four wheels are parked within the bay area. Blue Badge holders should refer to the booklet that comes with the badge for further guidance on its correct and proper use. Abuse of the scheme may lead to fines up to £1000.
As part of the application process the Traffic management team will make a resident visit and consider a range of requirements in assessing qualification for a disabled bay marking outside or near to a residence. The following criteria are considered as part of the application process:
• There is a resident disabled person with a valid Blue Badge
• There is no accessible off-road parking.
• A car is kept at the premises and would be parked in the bay
• The car is in regular use by or conveying the disabled person
• There are significant problems in accessing on-street parking
• There are no conflicting road safety requirements
• There are no overriding interests within the neighbourhood
Please note that the application process may take up to three months for a disabled persons parking bay on the highway. This period may be extended for bays in housing parking areas, which also require agreement from the local housing office. Requests for disabled persons parking bays on housing society or association land should be referred to the respective organisation.
