What were the old enforcement arrangements?
Prior to February 2002, the Police force was the only body that could enforce yellow line (on-street) restrictions and this was generally achieved through Traffic Wardens. Enforcement was through the issue of Fixed Penalty Notices.
The Police (Traffic Wardens) also enforced the city centre payment spaces as agents for the Council. Offenders were issued with Excess Charge Notices.
The Council enforced the regulations in off-street car parks and some residents parking spaces. Council Patrol Officers issued Standard Charge Notices and Excess Charge Notices respectively.
