Due to their high cost, major transport schemes and large highway maintenance works cannot generally be funded solely from the council's annual funding allocations received from the Department for Transport for these purposes.

This requires the council to prepare bids to the Department for Transport for funds that are awarded via competitive processes, in order for large transport improvements in the city to be delivered. In a number of cases, bids are made working in partnership with Hampshire County Council, public transport operators and others.
