THE DECISION

 

Having read the report, including its recommendations and proposals, and following consideration of all other relevant matters, the decision-maker made the following decision.

To approve the proposals / recommendations contained in the report

 

 

without modification as set out below.

 

 

 

1.      To agree to jointly commission with Southampton Primary Care Trust (SCPCT) a residential service provision for people with severe mental health problems, and to undertake the arrangement under Section 31 of the Health Act 1999;

 

2.      To delegate authority to the Executive Director of H&SC to enter into a contract jointly with the SCPCT for the provision by Stonham Housing Association of ten beds in Natalie House.

 

 

REASONS FOR THE DECISION

 

 

 

The new unit will accommodate people with high need, who will be subject to ‘continuing care’ funding.  This requires their care to be met jointly by SCPCT and the City Council.

 

The need to meet new care standards will result in a reduction of bed spaces in the residential unit currently known as St. Mary’s, which will result in the unit cost of each bed space increasing.  This increase can be off-set by entering into a Block Contract with the provider (Stonham Housing Association).  Detailed bed space costs are included in the confidential appendix.

 

SCPCT has agreed to enter into a Block Contract with the City Council in order to achieve the best possible price.

 

In order for SCPCT and City Council to jointly commission the service, a Section 31 Agreement needs to be in place.

 

 

 

DETAILS OF ANY ALTERNATIVE OPTIONS CONSIDERED AND REJECTED

 

 

 

A number of other options were considered and rejected:

 

·           An open tender for the service.  However, Stonham Housing Association own the current property and the City Council and SCPCT do not have the capital funding to establish a similar service in the city.

 

·           Converting the current unit (St Mary’s) to de-registered status.  This would mean that there was no 24- hour specialist mental health accommodation in the city, which would exacerbate current problems discharging people into the community.

 

·           Leaving St Mary’s in the current format.  This was ruled out due to the poor and deteriorating state of the building, increasing Health & Safety issues and the fact that Stonham would be unlikely to attract such a substantial capital allocation again although they will have to implement the new care standards in due course.
