THE DECISION

Having read the report, including its recommendations and proposals, and following consideration of all other relevant matters, the decision-maker made the following decision: -

 

Subject to the resolution of any outstanding legal and planning issues to the satisfaction of the Solicitor to the Council and the Head of Planning and Sustainability respectively.  In accordance with s.2 Local Government Act 2000 and having considered the provisions of the Community Strategy it is recommended that:

 

1.

Approval be given to the proposed arrangements for seeking city centre sponsorship.

 

2.

Delegated authority given to the Head of City Development and Economy following consultation with the Solicitor to the Council, Chief Financial Officer and Head of Planning and Sustainability to finalise the detail of the scheme and administer it on behalf of the Council.

 

 

 

 

REASONS FOR THE DECISION

There is a need to expedite planning and urban design studies to progress redevelopment and the renaissance of the city centre.  The sponsorship scheme has been identified as a positive vehicle for assisting the delivery of these aspirations.

 

 

DETAILS OF ANY ALTERNATIVE OPTIONS

As there is no funding allocated within this financial year there would be a delay in carrying out necessary surveys and studies to enable key developments to proceed with the risk of losing potential investment in the city centre.  Consideration will be given, before any scheme is entered into, as to potential overlap with work being carried out by PUSH (Partnership for Urban South Hampshire).
