THE DECISION | |||||||
Having read the report, including its recommendations and proposals, and following consideration of all other relevant matters, the decision-maker made the following decision: - | |||||||
(i) | In responding to proposals set out in the Outline Master Plan Cabinet Member notes the need to balance: - the potential for adverse environmental impacts arising from the proposals - the likely economic benefits to the sub-region of the proposals. - the sustainability issues associated with the ‘predict and provide’ approach to meeting the demand for air transport. The City Council would expect that the proposals be subject to: 1. A full transport assessment, including a review of the proposed car parking provision and the preparation of an updated Surface Access Strategy, and the provision of appropriate resources to meet the costs of the infrastructure and services considered necessary to accommodate the proposals within the capacity of the area’s transport network. 2. Detailed modelling of the likely noise impact of the growth and agreement on the definition of acceptable noise levels attributable to airport operations with consideration of the establishment of an upper limit on the number of aircraft movements. 3. Monitoring and modelling of air pollutants on a regular basis, with provision for measures to correct any related deterioration in air quality around the airport taking into account both air and surface traffic. | ||||||

Detailed assessment of the safety implications of the proposed scale of development to ensure that the proposals would not increase in any way the risks for citizens or constraints on the development and use of land around the airport. 5. A sustainability assessment of the master plan. | |||||
| (ii) | That Cabinet Member approves the text set out at recommendation (i) above and in the "Details" section of the report as the Council's response to the consultation on the Southampton Airport Master Plan. | |||||

REASONS FOR THE DECISION | |||||||
This report sets out a response to the airport master plan draft and the recommendations will enable this to be made to the airport as a formal response from the Executive. | |||||||

DETAILS OF ANY ALTERNATIVE OPTIONS | |||||||
The alternative of not providing a formal response to the draft master plan has been considered but this would have resulted in a lost opportunity to influence the plan and to seek to address issues relating to the proposals. This option was therefore rejected. | |||||||
