THE DECISION

To approve the proposals / recommendations contained in the report without modification as set out below.
Having complied with the requirements of paragraph 16 (Urgency) of the Access to Information Procedure Rules, it is recommended:

(i) That Southampton City Council accepts the allocation of Environmental Improvement Grant up to the sum of £450,000 in respect of Oasis Academy: Mayfield and Oasis Academy: Lord’s Hill;

(ii) That an amount equivalent to the value of EIG (to be confirmed by the DCSF) is added to the Children Services and Learning capital programme for 2008/09;

(iii) That spending of up to £450,000 is approved in accordance with financial procedure rules for works to be carried out at the two academy sites as detailed in Appendix 1; and

(iv) That Southampton City Council delegates to the Executive Director for Children’s Services and Learning in consultation with the Executive Director of Resources the authority to place orders for environmental improvements at Oasis Academy: Mayfield and Oasis Academy: Lord’s Hill up to the value of the EIG allocated by the DCSF and to do anything necessary to give effect to the proposals in this report.  

 

REASONS FOR THE DECISION

1. This report is submitted for consideration as urgent under paragraph 16 of the Access to Information Procedure Rules in Part 4 of the City Council’s Constitution, notice having been given in accordance with the Constitution. The matter requires a decision in order to ensure that works can be completed in time for the schools to open in September and to maximise the grant available from DCSF and cannot wait 5 clear days.

2. The recommendations will enable the Council to carry out works to the two new academies and utilise part of the EIG that has been allocated to it by the DCSF.  

 

DETAILS OF ANY ALTERNATIVE OPTIONS

1. If the Council were to decide not to accept the EIG grant then the DCSF would have to take steps to pay the full amount to OCL. However OCL would not be able to recover VAT on the works and investment of up to £78,000 would be lost.
