Apologies and Changes in Panel Membership (If Any)

To note any changes in membership of the Panel made in accordance with Council Procedure Rule 4.3.

Minutes:

It was noted that following receipt of the temporary resignation of Councillor Stead from the Committee, the Monitoring Officer, acting under delegated powers, had appointed Councillor Harwood to replace them for the purposes of this meeting.

RESOLVED that, the minutes of the meeting held on 20 March 2025 were approved as an accurate record.

 

63.

Exclusion of the Press and Public - Confidential Papers included in the following Item

To move that in accordance with the Council’s Constitution, specifically the Access to Information Procedure Rules contained within the Constitution, the press and public be excluded from the meeting in respect of any consideration of the confidential Appendix 1 and Appendix 3 to the following Item

The confidential appendix contains information deemed to be exempt from general publication based on Category 3 of paragraph 10.4 of the Council’s Access to Information Procedure Rules. It is not in the public interest test to release this information at this time.

 

Minutes:

RESOLVED to move that in accordance with the Council’s Constitution, specifically the Access to Information Procedure Rules contained within the Constitution, the press and public be excluded from the meeting in respect of any consideration of the confidential Appendix 1 and Appendix 3 to the following item.

The Committee considered the report of the Scrutiny Manager which enabled the Overview and Scrutiny Management Committee to examine the content of the Forward Plan and to discuss issues of interest or concern with the Executive. 

 

ADULT LEARNING DISABILITY RESIDENTIAL RESPITE PROVISION

 

The Committee considered the briefing paper attached to this item detailing the forthcoming Cabinet decision regarding the Adult Learning Disability Residential Respite Provision.

 

Councillor Finn, Cabinet Member for Adults and Health, Councillor Fielker, Leader of the Council, Rob Henderson, Executive Director for Community Wellbeing, Children and Learning, Carrie-Ann Mills, Commissioner, Hannah Balzaretti, Head of Service - Whole Life Pathway, Kay Reeve, Director of Adult Social Care and Donna Chapman, Head of Commissioning, were present and with the consent of the Chair addressed the meeting. 

 

RESOLVED:

 

(i)  That anonymised information detailing agency use, sickness absence, including the number of staff on long-term sickness absence, for Kentish Road employees over the past 6 months would be circulated to the Committee; and

(ii)  That, alongside regular oversight by the Cabinet Member, a progress report would be presented to the 4 December 2025 meeting of the Health Overview and Scrutiny Panel as part of their role scrutinising Adult Social Care in Southampton.

 

 

FOOD WASTE COLLECTIONS

 

The Committee considered the briefing paper attached to this item detailing the forthcoming Cabinet decision regarding Food Waste Collections.

 

Councillor Keogh, Cabinet Member for Environment and Transport and Rob Harbour, Interim Director, Environment were present and with the consent of the Chair addressed the meeting. 

 

RESOLVED:

 

(i)  That the opportunity to allow food waste to be collected with the green waste was explored; and

(ii)  That, unless an all-Member briefing was delivered on food waste collections, the item returns to the Committee in the Autumn when the project plan would have been developed.

 

 

LEISURE CONTRACT

 

This item was considered in confidential session.

 

The Committee considered the briefing paper attached to this item detailing the forthcoming Cabinet decision regarding the Leisure contract. 

 

Councillor Kataria Cabinet Member for Compliance and Leisure and James Marshall, Director of Customer, Leisure, and Regulatory Services were present and with the consent of the Chair addressed the meeting. 

 

RESOLVED:

(i)  That a summary of the findings from the dilapidation surveys carried out on all leisure sites is circulated to the Committee when available; and

(ii)  That the Woodmill / SWAC Cabinet decision report is considered by the Committee prior to the Executive Decision meeting.
