Apologies and Changes in Panel Membership (If Any)

To note any changes in membership of the Panel made in accordance with Council Procedure Rule 4.3.

Minutes:

The Committee noted the apologies of Councillors Bell and Mitchell and Appointed Members Catherine Hobbs and Rob Sanders.  The Committee also noted that following receipt of the temporary resignation of Councillor Mitchell from the Overview and Scrutiny Management Committee, the Director of Legal and Governance, acting under delegated powers, had appointed Councillor McEwing to replace her for the purposes of this meeting.

RESOLVED that the minutes of the 12th July, 2018 Overview and Scrutiny Management Committee be approved and signed as a correct record.

Connected Southampton - Transport Strategy 2040 pdf icon PDF 61 KB

Report of the Chair recommending that the Committee consider the appended draft Local Transport Plan and, if agreed, submit a response to the consultation.

The Committee considered the report of the Chair of the Overview and Scrutiny Management Committee detailing for discussion from the current Forward Plan item Connected Southampton, Transport Strategy 2040.

 

The Cabinet Member for Transport and Public Realm (formerly Environment and Transport) was in attendance and addressed the meeting.   

 

RESOLVED that:

 

(i)  the Cabinet Member considered opportunities for the strategy to be more ambitious and aspirational;

(ii)  the final version of the Local Transport Plan would acknowledge, within the key issues need to be addressed and the difficulties travelling east to west across the City and vice-versa;

(iii)  to demonstrate the Council’s awareness of the current transportation problems in the City, the Local Transport Plan includes reference to the proposals that are currently being considered by Government;

(iv)  reflecting concerns that the draft strategy might inadvertently raise concerns from people with mobility by proposals in the document, officers consider how effectively the document communicates the key strategic goal of delivering a ‘system for everyone’ ensuring everyone has equal and fair access to opportunities and is treated equally, regardless of their circumstances;

(v)  consideration is given to including within the strategy reference to solutions to address problems associated with motorbikes travelling on pavements and endangering pedestrians within the City Centre; and

(vi)  the Committee are provided with the latest figures that demonstrate the impact of My Journey and other behavioural change initiatives.
