To note any changes in membership of the Panel made in accordance with Council Procedure Rule 4.3.

An apology for absence was received on behalf of Councillor Letts.

The Panel noted the resignation of Councillors Barnes-Andrews and Moulton and the appointment of Councillors Jeffery and Fitzhenry in place thereof in accordance with the provisions of Council Procedure Rule 4.3. 

RESOLVED that Councillor Jeffery be appointed as Chair for the meeting.

To approve and sign as a correct record the Minutes of the meetings held on 19^th and 25^th September, 2013 and to deal with any matters arising, attached.

RESOLVED that the minutes of the Chief Officer Employment Panel meetings held on 19^th and 25^th September, 2013 be approved and signed as correct records.

Chair to move that in accordance with the Council's Constitution, specifically the Access to Information Procedure Rules contained within the Constitution, the press and public be excluded from the meeting in respect of the following item. 

The report is not for publication by virtue of categories 1, 2 and 3 or paragraph 10.4 of the Access to Information Procedure Rules as contained in the Council’s constitution. 

The information contained therein is potentially exempt as it relates to individual personal details and information held under the Data Protection Act 1998. Having applied the public interest test it is not appropriate to disclose this information as the individuals' legal expectation of privacy outweighs the public interest in the exempt information.

The Panel considered the report of the Head of Strategic HR regarding the appointment of Director, Transformation.

RESOLVED that Stephen Giacchino be appointed to the position of Director, Transformation and that should the offer of appointment be not accepted, the reserve candidate as identified by the Panel be appointed.
