To approve and sign as a correct record the Minutes of the meeting held on 12 July 2017 and to deal with any matters arising, attached.

RESOLVED that the minutes of the meeting held on 12 July 2017 be approved and signed as a correct record.

Exclusion Of The Press And Public

At a predetermined point during the consideration of all items the Sub-Committee may move into private session in order to receive legal advice when determining issues. The press and the public, unless otherwise excluded by Category 4 of paragraph 10.4 of the Council's Access to Information Procedure Rules, will be invited to return immediately following that private session at which time the matter will be determined and the decision of the Sub-Committee will be announced.

Minutes:

RESOLVED that the Sub-Committee move into private session in order to receive legal advice when determining issues. The parties to the hearing, press and the public, unless otherwise excluded by Category 4 of paragraph 10.4 of the Council's Access to Information Procedure Rules, would be invited to return immediately following that private session at which time the matter would be determined and the decision of the Sub-Committee announced.

The Sub-Committee considered the application for the variation of the sexual entertainment venue (SEV) licence in respect of Wiggle, 188 Above Bar Street, Southampton, SO14 7DW.

 

The Licensing Enforcement Officer and the applicant were present and with the consent of the Chair addressed the meeting.

 

The Sub-Committee noted that Hampshire Constabulary Force Licensing Team had no objection to the application having been advised that CCTV cameras and a supervisor on duty during any performance would ensure the new VIP areas would comply with conditions 12.5 and 12.7 of the Sexual Entertainment Venue Licence.

 

The Sub-Committee also considered public safety on the premises and the fire safety provisions at the venue following the changes to the layout of the venue. 

 

RESOLVED

(i)  That the application for variation of the Sexual Entertainment licence be approved.

(ii)  That following the changes to the layout of the venue the sufficiency of Security Industry Authority (SIA) staffing is kept under review.

 

Reasons

The Sub-Committee took into account that the SEV licence had been held by Sylvan Glade Limited since 2 January in 2016 without incident and with the licence being renewed annually since that date.
