The Panel considered the report of the Director of Transport and Planning in respect of an application for planning permission for the proposed development at the above address recommending that authority be delegated to the Head of Transport and Planning to grant planning permission subject to the criteria listed in the report.

 

Redevelopment of the site. Construction of purpose-built student accommodation for 170 no. 1-bed studio flats in a building comprising 20 storeys, with associated communal amenity areas and communal and operational facilities, new emergency access to Millbrook Road East and associated hard and soft landscaping works (including retaining walls, landscaped deck and reconfiguration of steps) and car parking.

 

PA Theaker, Simon Reynier and Graham Linecar (local residents/ objecting), Kerry Futter (agent), James Murphy (applicant), Andrew Hoare (architect) and Councillor Shields (ward councillors) were present and with the consent of the Chair, addressed the meeting.

 

The presenting officer reported there needed to be an amendment to condition 3, as set out below.

 

Upon being put to the vote the Panel confirmed the Habitats Regulation Assessment.

 

The Panel then considered the remaining recommendations that the application be delegated to the Director of Transport and Planning to grant planning permission subject to criteria listed in the report (as amended).  Upon being put to the vote the recommendations, as amended were carried unanimously.

 

RESOLVED

 

1.  To confirm the Habitats Regulation Assessment set out in Appendix 1 of the report.

2.  That authority be delegated to the Director of Transport and Planning to grant planning permission subject to the conditions in the report [and any additional or amended conditions or planning obligations set out below] and the completion of a S.106 Legal Agreement to secure :

  (a)  Either the developer enters into an agreement with the Council under s.278 of the Highways Act and/or undertakes a scheme of works or provides a financial contribution towards site specific transport contributions for highway improvements in the vicinity of the site to include

I.  Pedestrian crossing facilities to Commercial Road/Central Station Bridge

II.  Improvements to the Nelson Hill cycle lane/footway where it meets Southbrook Road to reduce the risk to conflict

III.  in line with Policy SDP4 of the City of Southampton Local Plan Review (as amended 2015), policies CS18 and CS25 of the adopted LDF Core Strategy (as amended 2015) and the adopted Developer Contributions SPD (April 2013);

  (b)  The provision, retention, management and maintenance of landscape improvements to the adjacent public open space area in accordance with plans and details to be first submitted to and agreed in writing by the Local Planning Authority following public consultation, as required by Policy CLT5 of the Local Plan and Policies CS21 and CS22 of the Core Strategy;

The Panel considered the report of the Director of Transport and Planning in respect of an application for planning permission for the proposed development at the above address recommending that authority be delegated to the Director of Transport and Planning to grant planning permission subject to the criteria listed in the report.

 

Erection of an additional floor to provide 4 x 2-bedroom flats (Outline application seeking approval for Access, Appearance, Landscaping and Scale) - follows ref: 22/01132/OUT.

 

Carol Donnachie, Kari-Ann Powell and Mark Blake (local residents), Dan Roycroft (agent), and Councillor Bogle (ward councillors) were present and with the consent of the Chair, addressed the meeting. In addition, the Panel noted that a statement had been received, circulated, read and posted online from Mark and Sarah Robertson

 

The presenting officer reported no updates to the Panel.  However, during discussion on the item, members raised the issue and officers agreed to amend their recommendation by the variation to Condition 7 as set out below.

 

Upon being put to the vote the Panel confirmed the Habitats Regulation Assessment.

RESOLVED

 

1.  To confirm the Habitats Regulation Assessment set out in Appendix 1 of the report.

2.  That authority be delegated to the Director of Transport and Planning to grant planning permission subject to grant planning permission subject to the planning conditions recommended at the end of this report and the receipt of the required uplift in the financial contribution towards the Solent Disturbance Mitigation Project (SDMP).

3.  In the event that the contribution is not secured within a reasonable period following the Panel meeting, the Director of Transport and Planning be granted authority to refuse permission on the ground that the proposal has not secured adequate mitigation towards in combination impacts on the Solent and Southampton Water Special Protection Area.

 

Changes to conditions

 

07. Balcony Screens (Pre-occupation)

 

Notwithstanding the approved details, prior to first use of the development hereby approved, roof terrace/balcony screens shall be installed in accordance with details that have first been submitted to and approved in writing by the Local Planning Authority. Once installed the screens shall be retained for the lifetime of the development. 

 

Reason: To protect the character and appearance of the building and the contribution it makes to the wider character of the area.

The Panel considered the report of the Director of Transport and Planning in respect of an application for planning permission for the proposed development at the above address recommending that the application be conditionally subject to the criteria listed in the report.

 

Listed building consent sought for the relocation of Mulberry Harbour "Whale" Bridge from Town Quay to Marchwood Port. 

 

Simon Reynier, Graham Linecar John Langar (local residents), and  Alastair Welch  (applicant), were present and with the consent of the Chair, addressed the meeting.

 

The presenting officer advised that they needed to consider a Habitat Regulation Assessment. Additionally, the Panel learned that information had been received from the applicant regarding the methodology for lifting the Whale out of the water, on to the shore side. This methodology was checked and agreed with the Historic Environment Officer. Details of the updated methodology were presented to Officers.   Members were advised that Condition 5 need to be updated to reflect these details, as set out below.

 

Upon being put to the vote the Panel confirmed the Habitats Regulation Assessment.

 

The Panel then considered recommendation the application be conditionally approved subject to criteria listed in the report (as amended).  Upon being put to the vote the recommendation [as amended was carried unanimously.

 

 

RESOLVED that

 

(1)   The Habitats Regulation Assessment  be confirmed;  and

(2)  planning permission be approved subject to the conditions set out within the report and the amended conditions set out below.

 

Changes to conditions

 

 

Condition 5 The detachment of the Whale roadway section from the buffer pontoon and works to float and lift the asset to the quayside hereby approved shall accord with the phasing plans and removal methodology outlined in the Marbas ‘Whale Relocation and Phasing Plan’ received 25/06/2025 in every respect.

 

Reason: In interests of securing appropriate preservation and physical intervention for separating the Listed Buildings.

The presenting officer reported an amendment to the site boundary and the description of the development.   The Panel were informed that officers had not received any comment from the Council’s Tree team and that the

 

During discussion on the item, a motion to amend the recommendation deferring the decision on the item  was proposed by Councillor Windle and seconded by Councillor G Lambert.  Upon being put to the vote, the amendment to the recommendation was unanimously carried.

 

RESOLVED that a decision on whether to grant planning permission be granted would be deferred to a future meeting.
