Planning Application - 25/00576/FUL - 264-266 Portswood Road Report of the Director of Transport and Planning recommending that the Panel delegate approval in respect of an application for a proposed development at the above address. Additional documents: Minutes: The Panel considered the report of the Director of Transport and Planning in respect of an application for planning permission for the proposed development at the above address recommending that authority be delegated to the Director of Transport and Planning to grant planning permission subject to the criteria listed in the report for the:
Redevelopment of the site and construction of purpose-built student accommodation within a 4-storey block comprising 82 x 1-bed studio flats, with associated communal amenity areas, cycle/refuse storage and landscaping.
James Verniquet and Jayne Coxell (local residents/ objecting), Matthew Roe (agent), and Councillors Finn and Savage (ward councillors/objecting) were present and with the consent of the Chair, addressed the meeting. In addition the Panel noted that statements had been received, circulated, read and posted online from Beverley Pearce and ROK Planning.
The Presenting officer:
· reported concerns by local resident affiliated with Safer Streets Southampton that a pedestrian crossing across Portswood Road should be included in the package of highway mitigation measures whilst this has also been offered by the applicant. The Panel members were advised that the Highways team raised no objection to highways safety from the impact of the development and consider that the pedestrian crossing is not necessary to make the development acceptable. · confirmed to the Panel members that officers agree with the suggested changes to wording by the NHS with regards to a S106 agreement : o “The Local Planning Authority is in discussion with the ICB concerning the impacts to primary care and in the meantime the NHS will have the opportunity to bid for funds from the Community Infrastructure Levy to support healthcare infrastructure.”; and · updated Panel members that paragraph 6.4.3 referred to another site at ‘Southbrook Rise’ in error rather than the application site, however, this has not changed the outcome and conclusion of the assessment made by officers in relation to the impact on daylight and sunlight.
The presenting officer reported that a slight technical amendment to condition number 30 was required in order to secure the correct ventilation was installed, and that the reasoning for Condition Number 36 needed to be added, as set out below.
Upon being put to the vote the Panel confirmed the Habitats Regulation Assessment.
The Panel then considered the remaining recommendations that authority be delegated to the Director of Transport and Planning to grant planning permission subject to criteria listed in the report (as amended) Upon being put to the vote the recommendations were carried. RECORDED VOTE

Additional documents: Minutes: The Panel considered the report of the Director of Transport and Planning in respect of an application for planning permission for the proposed development at the above address recommending that authority be delegated to the Director of Transport and Planning to grant planning permission subject to the criteria listed in the report for the:
Change of use from a dwelling to a 7-person HMO (Sui Generis) with associated amenities.
James Porter (agent) and Councillors Kenny and Shields (ward councillors) were present and with the consent of the Chair, addressed the meeting.
The presenting officer reported a need to update conditions 3 and 5 to ensure the removal of the kitchen wall and the provision of cycle storage, as set out below
Upon being put to the vote the Panel confirmed the Habitats Regulation Assessment.
The Panel then considered remaining recommendations that the application be delegated to the Director of Transport and Planning to grant planning permission subject to criteria listed in the report (as amended). RESOLVED that the Panel:
Amended conditions 3. Retention of communal spaces & number of occupiers (Performance Condition)
The room labelled kitchen and living area on the ground floor plan and bathroom/shower/WC facilities at ground and first floor, together with the external amenity areas and the removal of the wall between the existing kitchen and dining room, shall be made available for use by all occupants of the property for the lifetime of the development and shall be retained and available for communal purposes when in use as a HMO. The number of occupiers within the property, when in HMO use, shall not exceed seven persons.
REASON: To ensure that suitable communal facilities are provided for the residents, and in the interests of protecting the amenities of local residents
5.Cycle parking (Performance Condition)
Before the development hereby approved first comes into occupation/use, the storage for 7 bicycles together with the provision of an entrance gate to enable access from the rear, shall be provided made available for use in accordance with the plans hereby approved. The storage shall thereafter be retained as approved for the lifetime of the development.
REASON: To encourage cycling as an alternative form of transport.
