Highfield Lane pedestrian crossing

We the undersigned petition the council to Install controlled traffic lights (Pelican or Puffin crossing) at the pedestrian crossing on Highfield Lane near Brookvale Road.

Concern has been raised about the pedestrian crossing on Highfield Lane near Brookvale Road. It is a key crossing point for Highfield Church, the local primary school and university. This year alone there have been numerous near misses at this crossing, and we would like to try and improve the situation before there is a serious accident. In part we hope that this can encourage people to walk to school, keeping fit an healthy and improving the air quality.

Council response

In terms of design standards this site meets the requirements for a zebra crossing. It is 2.4m wide and the driver’s stop line is 11m away from the driver’s eye line at the Brookvale Road junction with the minimum being 5m. Looking at the injury accident statistics there have been 2 in the last 10 years one of which one resulting in injury to a pedestrian. Following that accident the belisha beacons were upgraded to Zebrites (with LED halo) and there have been no incidents recorded since then in the last five years. Given this safety record we would be cautious about any change to a signal controlled crossing on the basis that this would be safer for pedestrians. A signal controlled crossing may provide a false sense of security with users assuming vehicles will stop while the existing requires a more cautious approach with interaction between pedestrian and driver.

We will continue to monitor this crossing under the annual road safety review however we would not be looking to make any changes to the crossing facility at this stage.
