The Panel noted the report of Business and Project Manager – Engagement Team (Hampshire Partnership NHS Foundation Trust) detailing the Transforming Older Peoples Mental Health Services in the South Hampshire and Southampton area and the consultation process on changes. (Copy of the report circulated with the agenda and appended to the signed minutes).

 

The Associate Chief Executive of the Hampshire Partnership Foundation Trust was in attendance and, with the consent of the Chair addressed the Panel.

The Panel noted the report of the Director of Operations – Adult Mental Health Services - Hampshire Partnership NHS Foundation Trust, detailing proposals for the redesign of adult mental health services in Southampton. The Clinical Director and Area manager of Hampshire Partnership NHS Foundation Trust were in attendance and, with the consent of the Chair detailed the report.

Patient Safety in Acute Care – The role of Adult Social Care and Health (ASCH) Directorate pdf icon PDF 54 KB

Report of Head of Personalisation and Safeguarding and the Head of Care Provision, detailing the work of the Council’s Adult Social Care and Health (ASCH) Directorate in improving patient safety, attached.

The Panel considered the report of the Head of Personalisation and Safeguarding and the Head of Care Provision, detailing the work of the Council’s Adult Social Care and Health (ASCH) Directorate in improving patient safety. (Copy of the report circulated with the agenda and appended to the signed minutes)

 

The Cabinet Member for Adult Social Care and Health and the Council’s Head of Personalisation and Safeguarding detailed the report circulated with the papers and made the following points:

 

  • that the Council continues to work with its partners and key agencies to ensure that patient safety is given the highest importance;
  • that the Council’s role in prevention of accidents and illness was highlighted as an important method of getting people to continue to live an independent life
  • that the Council monitors the performance of care providers it uses to ensure that a high standard is maintained;
  • that the Council had established a framework for addressing safeguarding concerns in May 2010; 
  • that the principles of the Framework were established with the care providers; and
  • that this framework was being constantly assessed against events to ensure that a quality service was provided.

 

In addition the Cabinet Member for Adult Social Care and Health and the Council’s Head of Personalisation and Safeguarding answered questions in relation to:

 

  • the rigour of the inspection regime – it was explained that there was a constant monitoring of all aspects of care when it came to provision;
  • the effect of the current economic climate and in particular whether this would down grade the level of care provided – it was explained that the standard of care and the safety of patients was of the highest concern to the Council;
  • what measures have been established to prevent the abuse of the personalisation of care funding by patients or their carers that could effect the level of care received and endanger the health of the recipient – it was explained that a number of services had been established that provided information and support to the patient and their families to ensure that they are able to make informed decision in regard to their care packages.

 

RESOLVED that the information provided be entered in to the Inquiry’s file of evidence
