THE DECISION

 

Having read the report, including its recommendations and proposals, and following consideration of all other relevant matters, the decision-maker made the following decision.

To approve the proposals / recommendations contained in the report

 

 

without modification as set out below. 

 

 

 

1.    To endorse the benefits that the work completed in the Neighbourhood Renewal Area (NRA) has brought for local people linking improvements in housing to the Street Scene, the Environment, Youth provision and City Safety.

2.    To note the work planned for completion in the financial year ending March 2004 as outlined in this report.

3.    To approve the amended NRA capital programme as set out in Appendix 1.

4.    To approve the disposal of 2 Argyle Road to support the additional spending proposals set out in paragraphs 13 to 23 of this report, which can be funded by the sale of 2 Argyle Road, and to note that the proposed schemes will be submitted to Council in September for inclusion in the Housing and Homes General Fund Capital Programme.

5.    To delegate to the Head of Property Service authority to agree the detailed terms of disposal for 2 Argyle Road.

 

 

REASONS FOR THE DECISION

 

 

 

·       This report performs the requirements of the Office of the Deputy Prime Minister (ODPM) to report regularly on the progress of a Renewal Area declared under Part VII of the Local Government and Housing Act 1989.

·       The report also seeks to outline plans to build on the successful projects already undertaken in the first nine years of the NRA programme to make further improvements in the social, economic and environmental well being of the area. Key areas of action include tackling anti-social behaviour, improving community safety and the visual appearance of the area, promoting energy efficiency and tackling fuel poverty. 

 

 

DETAILS OF ANY ALTERNATIVE OPTIONS CONSIDERED AND REJECTED

 

 

 

·       The Neighbourhood Renewal Area was declared by the City Council in            January 1994 under part VII of the Local Government and Housing Act 1989. A commitment was made to invest in the area for the next ten years until the end of the 2003/04 financial year.

·       The SRB2 programme has concluded its inner city regeneration programme but there still remains a need for further investment in the area to fully meet community expectations. An option to do nothing has been considered. However, this would not meet the programme commitment entered into with the ODPM or enable local issues such as anti social behaviour to be addressed in the inner city area. The NRA programme provides a key opportunity for delivering improvements to the social, economic and environmental well being of the local community.
