School Organisation Committee (SOC) – Membership Review

THE DECISION

 

Having read the report, including its recommendations and proposals, and following consideration of all other relevant matters, the decision-maker made the following decision.

To approve the proposals / recommendations contained in the report

 

 

without modification as set out below. 

 

 

 

(i)  That the appointment of the following persons nominated to serve on the      School Organisation Committee for three years commencing September,      2003 be approved:-

 

     The Church of England Group : Mrs Anne Clewlow, Canon Richard

     Lindley and Rev Nigel Coates;

 

     The Roman Catholic Group:  John Cork, Michael Gibbons, Veronica

     Roberts, Ursula Topp and Barry Wright;

 

     The Further Education Funding  Council Group: Gavin Smith and Andrew      Cheal (alternate member).

 

     The School Governors Group: John Betteridge, Edward Leach, Edward      Stevens and Rev David Turner;

 

(ii)  That authority be delegated to the Solicitor to the Council to seek      nominations from the various appointing bodies to the Church of England,      Roman Catholic, Learning and Skills Council and School Governor Groups      and appoint members of the School Organisation Committee as vacancies      occur;

 

(iii) That appointments to the Local Education Authority Group be made and confirmed annually at the first Cabinet meeting following Annual Council;

 

(iv) That the maximum number of nominations appointing bodies can make to the School Organisation Committee be re-confirmed as follows:-

 

(a)  Local Education Authority  – five members;

(b)  The Church of England – between 1 and 5 members;

(c)  Roman Catholic Group – between 1 and 5 members

(d)  Further Education Funding Council – 1 member

(e) School Governors – between 1 and 5 members

 

 

 

REASONS FOR THE DECISION

 

 

 

The Constitution of the Southampton School Organisation Committee requires that the City Council appoints members for a fixed period of three years. Arrangements must also be put in place to fill casual vacancies where these arise as a result of decisions of nominating bodies.

 

 

DETAILS OF ANY ALTERNATIVE OPTIONS CONSIDERED AND REJECTED

 

 

 

 

The establishment and maintenance of a School Organisation Committee is a statutory duty imposed on the City Council under the Education (School Organisation Committees) Regulations 1999. The only alternatives available relate to determining who is appointed to represent nominating bodies, and this decision lies with the nominating bodies themselves.
