THE DECISION

 

Having read the report, including its recommendations and proposals, and following consideration of all other relevant matters, the decision-maker made the following decision.

To approve the proposals / recommendations contained in the report

 

 

without modification as set out below.

1.     To note the progress that has been made in the development of a Health and Family Centre in Millbrook which will provide the main base for the Sure Start Millbrook, Redbridge and Maybush (MRM) Programme to ensure that better services are provided to families with children under 4 in the Millbrook and Redbridge wards of the city.

2.   To approve the addition of £114,000 to the Communities and Regeneration Portfolio’s Capital Programme, to account for additional money that will be drawn from the Government’s Sure Start unit to cover the Council’s VAT contribution to the Millbrook Health and Family Centre project.

 

3.   To approve capital expenditure of £804,000, phased £575,000 in 2003/04 and £229,000 in 2004/05, in accordance with Financial Procedure Rules as a contribution towards the total cost of the Millbrook Health and Family Centre project, provision for which exists in the uncommitted section of the Communities and Regeneration Capital programme.

 

 

REASONS FOR THE DECISION

 

 

 

The approval of the recommendations in this report will ensure that works can commence on the construction of the proposed Millbrook Health and Family Centre. This project is essential to the delivery of the Sure Start MRM programme, since it will become the main base for Sure Start activities in the Millbrook and Redbridge area.

 

Additional funds are available from the Government’s Sure Start Unit, over and above the £1,000,000 Capital Works Budget, to cover any VAT costs incurred. The proposed £804,000 Sure Start contribution to the Millbrook Health and Family Centre project contains a VAT element of £114,000, which needs to be included in the Uncommitted Section of the Communities and Regeneration Capital programme before it can be paid to the Primary Care Trust.

 

 

DETAILS OF ANY ALTERNATIVE OPTIONS CONSIDERED AND REJECTED

 

 

 

During the feasibility stages of this project various options for the location and configuration of a Health and Family Centre were considered, including a stand alone Sure Start base. Each of these considerations, and the reasons for their rejection is detailed in the Sure Start Millbrook, Redbridge and Maybush Capital Works Strategy (November 2002). Newlands Primary School was identified as the preferred location for this facility, and the project team have worked to secure the site resulting in Cabinet approval to grant a lease to the Southampton City Primary Care Trust on 17 March 2003.
